Take a closer look at the reflection in the water. See the Niki/Jessica reflection? Next to her is the policeman's.
Is it just me or does his reflection look really, really creepy? That, and the fact that they are the only ones with reflections.

well... she's not folding her arms either in the reflection... her hands are on her hips. do you think the designer messed up? or maybe my over active imagination is taking a break and i'm becoming boring to see it as a design mistake? man... i'm getting old!

Old Bee, in the show Heroes, that woman has a split personality. So the her in the reflection is her good side. Hence the arms at the side.
